Labour Market Impact Assessment (LMIA)

Are you hiring a skilled TFW to support their permanent residence through an immigration program?

Labour Market Impact Assessment (LMIA) is a document that most Canadian employers may need to obtain from the ESDC to hire a temporary foreign worker. A positive LMIA will show that there is a need for a foreign worker to fill the job and that no Canadian worker is available to do the job. A positive LMIA is sometimes called a confirmation letter.

​The LMIA process is different depending on whether the targeted employee is classified as “high-wage” or “low-wage”. Temporary foreign workers being paid under the provincial/territorial median wage are considered low-wage, while those being paid at or above are considered high-wage. Depending on whether a prospective employee is classified as high- wage or low-wage, certain specific provisions apply.

Work Permit

Do you want to work legally in Canada?

If you are not a Canadian citizen or a permanent resident, you need a work permit to work legally in Canada.⁠

In general, you need to apply for a work permit from Immigration, Refugees and Citizenship Canada (IRCC) or a Canadian visa office before you come to Canada. ⁠

⁠To get a Canadian work permit, you need to make sure to:

  1. Get a job offer/letter from a Canadian employer before you apply for your permit.

  2. Your employer must apply for a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada (ESDC).


The ESDC will then assess the application whether the employer can hire a foreign worker for the specific job position.


It is important to note that there are special work permit programs available for certain categories of workers such as for business people, certain in-demand skilled workers, caregivers, and agricultural workers.
